ABSTRACT
Recent Killings and destruction of lives and property by a particular tribe known as the Fulani has been on the spot light for some time. Their actions against the farmers have rendered so many homeless and incapacitated. This situation is appalling as every passing day brings in fresh news about death and destruction carried out by this group. Nigeria as a country has been raped and traumatized by this group and its constant actions puts the country at a global dishonor. This pathetic situation necessitated the RUGA programme which the federal government of Nigeria believed will drastically reduce conflict between the farmers and the herdsmen and in extension become economically beneficial. This study adopted the critical analysis method and the findings revealed that the RUGA programme though with its benefits will not survive due to some tribal, ethnic, autocratic, exclusive and historical factors.
